Patrick Foote, 31, of 50 Lake Ave. was dragged under Basket Pond near Fish's Eddy partly because the thigh-length wading boots he wore quickly filled with water and sunk the man, state police said. Foote also was described as a poor swimmer, said Investigator A.J. Hendricks. Foote was fishing with Mark Pringle of Chenango Forks, who was uninjured. No reason for the capsizing at about 11:45 a.m. was known, state police said. Three state police divers probed the 12-foot-deep pond for more than seven hours before the body was found at 7:35 p.m. Foote, a security guard at Broome County Development Center in Johnson City, wasn't wearing a life preserver and his boots were no longer on the body when it was recovered by divers, Hendricks said. Patrick C. Foote of 50 Lake Ave. drowned in Basket Pond in the Town of Hancock after falling out of a canoe while wearing thigh-length fishing boots, state police at Kirkwood said. Foote and Mark L. Prindle, 31, of Chenango Forks were fishing from a canoe Saturday morning. Prindle told troopers that Foote hooked a fish and the canoe capsized while the two were trying to reel in the fish, troopers said. Prindle attempted to rescue Foote but was unable to save the man. State police divers recovered Foote's body Saturday evening in 12 feet of water about 100 feet from shore. He was a member of St. James Church, Johnson City. He was an employee of the Broome Developmental Center. Funeral services will be held at the J. F. He is survived by three daughters and two sons-in-law, Laurene and Richard Wallikas, Johnson City, Kathleen and Deacon Paul Ruffo, Berryville, Va., Colleen Foote, Binghamton; one son, Timothy Foote, Binghamton; ten grandchildren and six great-grandchildren; three sisters, Doris Evanek, Binghamton, Frances Storton and Norma Lott, both of Endicott; one brother and sister-in-law, Robert and Martha Foote, Candor, N.Y.; several nieces and nephews. He was a member of St. James Church, Johnson City, a veteran of WWII serving in the U.S. Army and Navy, and was a retired employee of SUNY Binghamton as a Safety and Security Officer. Private funeral services will be held at the J.F. Rice Funeral Home, Inc., 150 Main St., Johnson City, N.Y. Burial will be in Calvary Cemetery, Johnson City.
