Cooper Says Petitions Were Circulated Without His Knowledge Did Not Desire To Run Chief of police Kishbaugh remains chief of Nescopeck without a serious effort against him. The situation developed into a peculiar one Thursday evening at the session of Council when copies of a petition asking appointment of J. E. Cooper as chief were read before the body and Mr. Cooper personally declared he did not desire to run for the position. When the reported circulation of petitions to oust chief Kishbaugh and seeking for the election of J. E. Cooper came up, Mr. Cooper was present and presented a copy of petition without signatures and also an application for the office, which he stated he was requested to present. After the reading of the copy of the petition heading and the application, Mr. Cooper stated that the petitions were circulated without his knowledge until a late hour. After which he found that the office of the chief of police is an appointive one and the appointment made by council for a period of two years; after this he had all the petitions withdrawn as it was not his desire to run for the position as he never would take another man's position. There was a considerable number of citizens at the Council meeting with the chief of Police affair evidently the term of business that attracted them. The session was the regular January meeting with members Hess, Williams, Slusser, Bush, Heavner, Wagner and Wooley present. . . . General fund: Evan F.
